This is very much like asking which came first, the chicken or the egg! Without strain, you will have no stress. Without stress, you will have no strain. I can't see how it is possible to say one precedes the other.

Stress is what you experience while resisting the urge to choke the living s**t out of somebody. 

Stress and strain are both defined here:
