Sounds like not enough versus enough, but I'm fortunate that this has never been a matter of concern to me.

This is another example of a question in the form, "What is the difference between a dog and a cat?" In this case, the meaning of the adjectives "under actuated" and "fully actuated" is clear enough, and the general concept of "motion" is usually well understood. It appears that the author has some specific motion in mind, but he does not tell the readers what that is. Thus the mystery question. Things like this are exercises in pointlessness.
