both welding and riveted joints are of permanent joint category as the material is need to be removed if the joint is to be opened.

the difference is that riveted joint is easy to open and is weaker than welding joint.

another difference is that in riveted joint the two bodies are mandatory to be overlapped while in welding the two bodies can be in various positions like butt joint is possible in welding but not in riveted.

PS: i am no expert in this, just written what i knew. further comments shall be more contributing.
