The process of joining belt ends is called splicing. Depending upon belt material, acess and time constraint, the methods include: 

~Hot vulcanizing. 

~Mechanical splice. 

~Lacing. 

The slack should be opposite the side traveling toward the drive pulley. So it can be either on top or bottom depending upon which side the drive pulley is and its direction of rotation.
