Because rectangular shapes that would be human-friendly involve large stress concentrations near the corners. Elliptical holes produce substantially less force concentration, and therefore interfere less with the structural integrity of the vessel.

Making it simple, during summers, there will be an abnormal expansion if the man hole lids are square or rectangle or infact any other regualr shape. But, if its circular, then they expand equally along its circumference.
