Actual Working conditions in govt engg jobs

Hello everyone I am Ashutosh [a student of mech engg]. I am interested in learning about the actual working conditions in govt engg jobs for example IES or in the power sector like NTPC or Mahagenco,etc . I have visited their sites & they say that the job profile is dynamic & all that but i want to know the ground reality. My friend [a mech engineer] who was selected in BPCL a few years ago enjoys a good package but he was honest with me & told me that his job is mostly clerical. I have heard that in govt engg firms the atmosphere is typical of the "chalta hai" attitude & there's nothing much technically challenging about it. I dont want to stagnate in such a condition. If anyone has any experience of working in govt engg firms please comment.
